Only Black’s pawn on g7 can move, and it doesn’t matter whether Black plays it to g6 or uses it to capture the Rook:
2. Qa1 mate
Took just over two minutes (wasted time analyzing Knight and pawn moves).
My try:
1. Rh6, then black can only move the g7 pawn to g6, or to capture the rook at h6, then:
2. Qa1#

This is the Church of St. Lucy (Santa Lucia) on the Via di Monserrato just up the street a bit from the apartment I have used in Rome for a while.
Right! Rh6. That drives black into Zugzwang which provides an opening for the coup de grace.
