I saw a video from that ordination. That random bishop of his celebrating Mass At the high altar under the Baldaccino. If I’m not mistaken, the altar is traditionally reserved to the bishop of Rome.
For a moment, I thought the exclamation read “Make Francis Catholic Again!” Sorry, my error. Regardless of my error, I am praying for him.

Cardinals and Bishops can get special permission to celebrate Mass at that altar. It is quite rare, but not unheard of.
